CHP concerns over the fragile human rights situation in the Chittagong Hill Tracts in July-August, 2025

In the last two months of July-August, 22 human rights violations were committed by security forces and law enforcement agencies deployed in the Chittagong Hill Tracts (CHT), army-backed armed terrorist groups, communal and fundamentalist groups, Muslim settlers and land grabbers, and 148 Jumma people were subjected to human rights violations in these incidents. In this, 30 people were temporarily detained, 7 people were killed and 7 Jumma women were subjected to violence. In addition, human rights violations include house searches, beatings, shooting injured, land grabbing, establishment of camps and check posts, etc.

Niranjan Chakma, president of Tripura-based human rights organization ‘Campaign for Humanity Protection’ (CHP) and prominent cultural figure, gave this information through a press release on the 1st of September, Monday.

Niranjan Chakma also said that the 10th meeting of the CHT Accord Implementation and Monitoring Committee was held in Rangamati on July 19, 2025. The meeting discussed the approval of the minutes of the previous 9th meeting and the implementation of the decisions. But even though almost a month and a half have passed since the 10th meeting, no initiative has been taken to implement the decisions taken. Shree Chakma expressed deep concern that the human rights situation in the CHT is deteriorating day by day due to the failure to implement the CHT Accord signed in 1997 to resolve the CHT problems through political and peaceful means by recognizing the CHT region as a tribal-inhabited region.

The current interim government has not included ethnic and religious minorities, including indigenous people, in the ongoing reform process aimed at eliminating discrimination. Niranjan Chakma has expressed deep anger at the ongoing reform process, including the constitution, to eliminate all forms of discrimination, leaving religious and ethnic minorities out of the process.

The press release also said that on July 17, another innocent Bawm citizen named Vanlal Rual Bawm (35), a resident of Bandarban, died without treatment while being detained in the Chittagong Central Jail. So far, three Bawm villagers detained in prison on false charges without trial have died. In addition, more than a hundred men and women from the Bawm community are detained in prison without trial.

On August 11, a Jumma youth named Shuvo Chakma (19) was killed after being severely beaten by BGB members at the check post of the Kojaichari BGB (Border Guard Bangladesh) camp in Baghaichari upazila of Rangamati district. On August 15, a person named Kongchaineo Marma (31) was killed in firing by the Bangladesh Army in Shantinagar area of Khagrachari district headquarters.

On August 3, three Jumma villagers were arrested from Naikkong Para of Bolipara Union of Thanchi upazila by the army of Nilgri Camp under the control of Bandarban Sadar Zone. The Bangladesh army conducted a massive military operation in various Jumma villages in Ruma and Thanchi upazilas of Bandarban district and at least one person has been arrested, two people have been beaten and various houses have been searched in a harassing manner.

Bangladesh Army conducted a military operation in several areas of Jurachhari Upazila under Rangamati District for several days from August 6. During this operation, a Jumma woman named Rupna Chakma (35) was beaten up by army members. From August 11 to August 13 for three days, 38 BIR Kaptai Army Zone conducted harassing patrolling operations in Kaptai and Bilaichari Upazilas of Rangamati District. This spreads fear among the locals and disrupted normal life.

For several days since 22 August 2025, several hundred personnel of the army, 31 BIR of Alikadam Army Zone and 36 BIR of Ruma Army Zone, have been divided into different groups and have conducted a massive army operation in Ruma, Rowangchari and Thanchi upazilas under Bandarban district. In this operation, the army temporarily detained three innocent villagers named Nayanjyoti Chakma (27), Karunamoy Chakma (40) and Dayamoy Chakma (30) from Thanchi. The army have set up check posts at 5 places from Thanchi Sadar to the Boro Madak river route, namely Thanchi Sadar, Tindu, Remakri, Choto Madak and Boro Madak areas. The army have conducted search operations in at least 22 villages. This warlike military operation of the army in the name of finding the Shanti Bahini has created an atmosphere of fear in the Jumma areas of Bandarban and has disrupted the normal life of the people.

Meanwhile, for a few days since August 23, the army of 38 EBR of Kaptai Army Zone in Kaptai Upazila of Rangamati district have also conducted a military operation in the Boro Para area of Ghilachari Union of neighboring Rajasthali Upazila in the name of searching for members of the Jana Samhati Samiti (JSS). On August 26, in a military operation conducted by the Bangladesh Army, 17 innocent Jumma villagers from remote villages of Dumdumya Union and Maidung Union of Jurachari Upazila under Rangamati district were subjected to military detention. They were detained, harassed and tortured for two days.

For several days since August 25, the Bangladesh Army have been carrying out harassing and intimidating military operations in Dighinala and Panchari upazilas of Khagrachari district on one hand, and on the other hand, the terrorists of the anti-Accord UPDF (Prasit Group) have been carrying out various atrocities in the Jumma villages, including banning the purchase and sale of daily necessities, beating the villagers, and fines. Due to the pressure from both sides, the lives of the general public are being severely affected and the villagers are extremely upset.

On August 28, the Bangladesh Army shot and injured a Jana Samhati Samiti member named Antar Chakma (32) in Kengerachari Union under Bilaichari Upazila of Rangamati district and detained him in an injured condition and attempted to rape his wife. On August 29, the army detained 6 people and searched the houses of 9 people in Dighinala Upazila.
